Bring a large pot of salted water to boil. Cook the rotini according tot he package directions. Drain and rinse under cool water, then set over a colander to drain for at least 5 minutes.
In a bowl, whisk together the mayonnaise, sour cream, pickle juice, garlic powder, salt, and pepper.
In a large bowl, add the cooked pasta, pickles, onion, cheese, and dill. Pour over the dressing and toss to coat completely. Refrigerate for at least one hour, then it's ready to eat!
