Heat the olive oil in a large pot over medium-high heat. Cook and crumble the ground beef, onions, and garlic until no longer pink, about 6-7 minutes.
Add the cabbage and carrots, and saute for another 3-4 minutes.
Add the beef broth, tomato sauce, rice, bay leaf, brown sugar, and paprika. Bring to a simmer and cook for 25 minutes, or until the rice is tender.
Remove the bay leaf and season with salt and pepper to taste. Sprinkle with parsley. Enjoy!
